MiRPAL Conference («The range of experts and professionals in migration and remittances sphere»), established by the World Bank at the beginning of 2010, took place in Moscow 31 May - 3 June. It revolved around the issues, connected with remittances and labour migration. Foundation «Migration – XXI Century» was the initiator of the project.
Nikolay Gousman is an admitted expert in migration issues and a member of the Federal Migration Service (FMS) of Russian Federation. He reported on the issue «Complex analysis of the labour migration processes on the territory of the former Soviet Union». The President-Chairman of the board of RUSSLAVBANK noted the difference in accounting information, given by the governmental authorities and published by the mass media on the territory of Russian Federation.
He provided with the economically feasible results of the analysis of migrant workers’ number and structure in Russian Federation in 2009-2010, based on the authorial methods.
«Our research of trans-border remittances, based on information from the CONTACT System and Central Bank of Russian Federation, definitely, will help to work out joint recommendations in modernization of the methods, concerning migrant workers’ accounting, - said Nikolay Gousman. – However, only the complex analysis, including information about people migration, got from Frontier Services, data about registration and working permit, obtained from The Federal Migration Service (FMS) and other details from official channels allows to build a complete picture of the labour migration on the territory of the former Soviet Union».
In his report the President-Chairman of the board of RUSSLAVBANK also analyzed the crisis impact on the economic conditions of foreign people in Russia, migration tendencies around the Russian Federation and countries of origin, on the crime rate in migrant sphere. Different way, used in elaboration of difficult issues, and extraordinary method of analysing the migration labour, introduced by Nikolay Gousman, aroused a keen interest among the researchers and experts from different organizations all over the world.
